Microsoft Bests Google, IBM In San Francisco’s Cloud E-Mail Migration

Microsoft won the city of San Francisco’s municipal cloud computing contract, as the city on Wednesday revealed that it will replace its current on-premise e-mail systems with Microsoft Exchange Online and Microsoft Business Productivity Online Services (BPOS).

San Francisco CIO Jon Walton said the deal runs $1.2 million per year and will move more than 23,000 of San Francisco’s municipal employees from 60 departments to the cloud-based e-mail service. The cloud e-mail system will cost about $6.50 per user per month, he said during a conference call.

Walton said the City by the Bay evaluated Microsoft, Google Apps and IBM Lotus Notes, but Microsoft Exchange Online was the best fit for San Francisco’s five-year technology plan. “We weren’t making the decision just about e-mail,” Walton said, adding that the city’s IT environment already includes Microsoft Office and will soon include SharePoint and Windows Azure.

“We actually considered Lotus, we looked at the Google solution and at the Exchange solutions,” Walton said. “At the end of the conversation it was unanimous among all the CIOs in the city that Exchange was the best solution.”

Walton added that the city is also evaluating Microsoft Office 365 to see if that makes sense.

“It’s more than just a single-point solution, it’s a strategy for us,” Walton said of the e-mail switch. The city expects it to take 12 months to move its employees off of seven disparate e-mail systems: two different Lotus Notes systems and five different on-premise Exchange systems.

According to Walton, the 300-user Microsoft Exchange Online pilot also demonstrated security and disaster resilience that the city requires, while also meeting the security requirements for San Francisco’s public safety agencies, like the San Francisco Police Department, which is also considering making the move to the new e-mail system after more evaluation.

Additionally, scrutiny by San Francisco’s public safety agencies comes as Google struggles to finish its cloud computing project for the city of Los Angeles, which has been plagued by delays due to the Los Angeles Police Department and others fearing it wasn’t secure.

L.A. tapped Google and solution provider CSC in late 2009 to move city employees off of its aging Novell GroupWise system to Google Apps for Government for cloud computing, e-mail and collaboration. In July 2010, the Los Angeles cloud project hit delays and Google and CSC had missed the June 30, 2010 deadline to complete the project. The delay, the city and Google said at the time, stemmed from security concerns from some city agencies, namely the LAPD and other public safety organizations that were concerned with how sensitive data would be handled in a cloud environment.

Using the cloud “is about having more people able to focus on higher level parts of the stack, managing the app [service level agreements], rolling out new applications, and not having to worry about the underlying infrastructure,” said Microsoft corporate Vice President Robert Wahbe, during the opening keynote of the conference in Atlanta.

The next release of Microsoft System Center will be key to a unified cloud strategy, which will allow line-of-business owners and administrators to control both their public and private cloud workloads from a single view, he said.

Microsoft System Center 2012, due to be released by the end of the year, will feature a single console that will allow virtualized workloads to be managed, whether they reside in-house or on the public cloud.

Microsoft technical evangelist Joey Snow demonstrated how the console would work. A user could put together the basic components, such as a database server and the application, from within System Center. The software checks to see what resources are available and if the person has the proper credentials to create such a workload. Once finished, the application could then be deployed to a local private cloud, or on a Microsoft Azure-based public cloud offering.

The console would also provide status updates of applications running in the cloud, and allow users to add in more copies of an application should the workload increase.

For this set up to work, all the software components should be run from within Microsoft Hyper-V-based virtual machine, which could be moved around easily between internal and external clouds, Wahbe explained. Last year was the first in which the industry created more virtual servers than purchased actual physical servers, he said.

“This move to virtualization is setting us all up for a much bigger inflection point, the inflection point to the cloud,” Wahbe said. Virtualization will allow organizations to take “all those virtualized resources, [pull] them together to dynamically provision and scale your application, and only pay for what you are using.”

Wahbe promised that many of the sessions at this week’s conference would further explain how Microsoft software could be configured for cloud interaction and that Microsoft will provide reference architectures for easing the setup of a cloud-based infrastructure.

Wahbe predicted that public cloud use will be most prevalent for a number of use cases. Organizations may use the cloud for extending existing applications, especially those used by their customers and partners. Business intelligence will be an early use, because the digestion and analysis of data can be intensive and vary over time. One-time uses such as for marketing and presenting events would be another natural candidate for cloud computing, because hardware and software won’t have to be allocated for them.

The four McCaw brothers, as they were often called, were wheeler-dealers in wireless, buying up available cellular licenses, then MCI’s cellular division in 1986, then selling McCaw Cellular to AT&T for $11.5 billion in 1994. Though they’d become billionaires, Craig McCaw, along with his brothers, didn’t stop there. With Craig taking the lead, in 1995 they gained control of Nextel, which merged with Sprint in 2005. Craig went on to other ventures, founding Nextlink, merging with Concentric Network, which was renamed XO Communications. But that went bankrupt in 2002. In August 2003, McCaw founded Clearwire, a wireless broadband service provider. But on Dec. 31, 2011, he cut his ties with the firm he founded, whose majority owner is Sprint Nextel, by stepping down from his role as chairman of the board. Clearwire has been raising funds to help keep building out its wireless broadband network. It’s quiet so far about what Craig McCaw will do next, but his Eagle River Holdings still holds a 4% stake in the company.

Barry Schrager. The “big iron” mainframe has been the workhorse of computing, since its early form in the 1960’s. The pioneer in mainframe security, Barry Schrager, came along in the 1970’s to invent the first mainframe secure-access software while assistant director at the University of Illinois computer center. With colleagues at the company he founded, SKK, he was designer and primary author of the ACF2 mainframe security system in 1978. Later sold, ACF2 is still on the market, marketed by CA. Schrager still keeps going in mainframe security as chief security architect at Vanguard Integrity Professionals.

Marc Andreessen. Andreessen co-founded Netscape Communications Corp. with Jim Clark in 1994 to market Andreessen’s creation, the Netscape web browser. The public went wild for the Web, and Netscape Navigator. Overnight, the young Andreessen was a tech superstar. An annoyed Bill Gates made it clear that giant Microsoft wasn’t going to just stand by and watch Netscape take over the desktop. Redmond fought back with a free browser for Windows, Internet Explorer. The era of the browser wars, as many call it, had begun. It was a David vs. Goliath struggle — and Goliath in this case won. But AOL purchased Netscape in 1999 for $4.2 billion. Andreessen went on to find yet more entrepreneurial success, including with Opsware which he sold to HP to $1.6 billion in 2007, and is today a co-founder of Ning and sits on the board of Facebook, eBay, and HP.

Eric Benhamou. He co-founded LAN-networking company Bridge Communications in 1981, serving as vice president of engineering until it merged with 3Com (the company co-founded by Robert Metcalfe, Howard Charney, Bruce Borden and Greg Shaw) in 1987. He became 3Com’s CEO from 1990 to 2000. There, he battled it out in a rivalry with Cisco. Typical of the era, 3Com acquired several firms, such as US Robotics (which itself had acquired Palm in 1995) at a fast clip. Not all mergers and acquisitions went smoothly (Kerbango, which 3Com bought in 2000 for $80 million, with its Internet radio was maybe a little ahead of its time). 3Com made the Palm subsidiary an independent company in 2000, and HP purchased Palm last year for $1.2 billion. Benhamou was chairman of the board at 3Com until its sale to HP in April 2010 for about $2.7 billion. He was also CEO of Palm from 2011 to 2003. Today, he is chairman of the board of Cypress Semiconductor and chair and CEO of his Benhamou Global Ventures, a venture-capital firm he founded, as well as teaching at a number of business schools.

Whitfield Diffie. A pioneer in cryptography with his ground-breaking research into public-key crypto (and he coined the phrase “public key” in 1975), Diffie’s work helped lay the foundation for new ways to secure and validate shared data. After nearly two decades at Sun, Diffie is now vice president of information security and cryptography at the Internet Corp. for Assigned names and Numbers (ICANN).

Lou Gerstner. Was chairman of the board at IBM from 1993 until his retirement in 2002. He had been CEO at RJR Nabisco before he joined IBM as CEO to confront a bleak period in IBM’s history where Big Blue was struggling for new direction after the peak of the mainframe era. Gerstner is credited with the turnaround strategy that pointed IBM in the direction of IT services, packaged solutions and the Internet. Now retired form IBM, Gerstner serves as a senior advisor at The Carlyle group and to Sony, as well as director of the national Committee on U.S.-China relations.
